The electronic government is an essential component of the strategies of the Public Administrations and its modernization. In this line, the Republic of Azerbaijan, since its independence in 1991, has developed an important effort to modernize its administration. Through the Ministry of Communication and Advanced Technologies, and its Data Processing Center (DPC) as the executing arm, it has successfully developed its national ICT strategy, within the framework of the “e-Azerbaijan” program.
Since its inception, ICP Consulting has developed a line of consulting and internationalization of ICT, which has been aimed at governments, institutions and private companies, and has also offered advice on the marketing of technological products and services.
As a result of the direct collaboration between ICP Consulting and the Azeri Ministry of Communication and Advanced Technologies, and within the framework of the Bakutel 2017 Exhibition and International Conference on Telecommunications and Information Technologies, in Baku, a cooperation agreement was signed between the Data Processing Center (DPC) of the Ministry and the Spanish company Cibernos, which has been promoted and advised in this republic by ICP Consulting.
The agreement provides for the expansion of cooperation in the field of ICT and the exchange of experiences in the “Smart City” and “Internet of Things” projects. For this purpose, a consulting service will be studied in different e-government projects:
* GIS infrastructure for exchange between information systems among government agencies, to provide electronic services to citizens.
* Recognition of Azeri electronic signature following the European Electronic Signature Regulation (EESR).
* Public-private agreements for the development of digital projects and their distribution and commercialization in the region.
