E-government has become an essential component of public administration strategies and modernization, enabling them to optimize decision-making, financial and human resources, as well as to design public policies that improve the standard of living of citizens, giving value to the administration itself and raising its level of administrative competence. All of this contributes to the creation of citizen-state relations on a new level, which ensures transparency and fully satisfies information needs.
Since its independence in 1991, the Republic of Azerbaijan has embarked on a westernization process where modernity and tradition are merged with major efforts to modernize its state and its external image, as well as to link it to Europe. In this way, it is understood that its Government assigns a Ministry to ICTs and e-government and has successfully developed the “Electronic Government” project in accordance with the “National Strategy on Information and Communication Technologies for the Development of the Republic of Azerbaijan (and implemented under the “E-Azerbaijan” program).
If we look at the UNEO 2016 Survey, about global trends in the development of e-government, in the last two years, Azerbaijan had climbed 12 points to position 56. The survey highlights that one of the most important new trends is the advance of public services aimed at the population, with the promotion of effective, inclusive and responsible public services, which is also one of the greatest complexities of the e-government. Azerbaijan is focusing all its efforts on this issue.
We actively collaborate with the Ministry of Communication and Advanced Technologies in different e-government projects:
* Infrastructure for exchange between information systems among government agencies, in order to provide electronic services to citizens.
* Acknowledgment of the Azeri electronic signature following the European Electronic Signature Regulation (EESR).
* Private public agreements for the development of digital projects and their distribution and marketing in the region.
